Dear Mr. Sparkman:


Thank you for contacting me regarding federal court jurisdiction.  I appreciate
having the benefit of your comments about this important matter. I do not support 
legislation limiting federal courts’ jurisdiction in order to “remove” activist
 judges from the bench.  Instead, I continue to support the confirmation of
 impartial jurists as an effective means of ensuring that activism ceases to
 reach the federal bench. 

As a former Texas Supreme Court Justice and Texas Attorney General, I believe
Americans are best served by a federal judiciary that functions at full capacity 
and upholds the highest standard.  Federal judges are appointed for life; thus it 
is imperative that nominees demonstrate a record of wise judgment and proven 
legal ability.  Additionally, nominees must prove that they will not legislate 
from the bench or color their rulings with personal ideology.  I believe that 
such requirements will ensure the preservation of our Constitution and safeguard 
the principles that we hold dear.

																					
I recognize the importance of this issue, and you may be certain that, as a member
of the Senate Judiciary Committee, I will keep your views in mind as I continue to 
work with the President and my Senate colleagues to resolve this critical issue. 

I appreciate having the opportunity to represent the interests of Texans in the
